The Board has delegated responsibility and authority for Internet content and
website management to the Publicity Committee, which created the guidelines
below.
Website, newsletter, and mailing list content
- All materials published must be directly related to the mission of LLLPRD
and the Lower Long Lake Foundation.
- Information published may originate from
the Board, committee chairpersons or members, constituents, or other sources.
Appropriate attribution should be provided.
- Board approval is not required prior to publication, however all content
should be reviewed by one or more Publicity Committee members to ensure
reasonable relevancy, timeliness, accuracy, lack of bias, policy compliance,
and sensitivity to the needs of the constituents. The Board is
available for review of materials prior to publication, and to assist in
resolving any issue that may arise. Any substantive errors must be
corrected in a timely manner and appropriate notice given.
- It is permissible to edit content for clarity, format (for example,
convert Word to PDF or HTML), and to protect personal privacy.
- Keep messages brief, for example: "The Wisconsin Department of
Natural Resources (DNR) will hold public hearings on invasive species in
June. Details and instructions for sending written comments are at
wisconsinlakes.org." Any position on proposed legislation or similar
issues must be approved by the Board.
- The Board is responsible for the Privacy Policy
and website Terms of Use. The home page
must have a link to a privacy policy statement and a terms-of-use statement. Every page that requests personal information
must have a summary of how
the information will be used and a link to the full privacy statement.
- The Commissioners shall set advertising policy (see the
Terms of Use). Any advertising must clearly be labeled as such (e.g., in a separate
section) and include the terms-of-use disclaimer about endorsements by LLLPRD.

COPPA (Child Online Privacy Protection Act) must be complied with.
- Information on how to contact the Commissioners and the Webmaster must
be published. The Board shall determine what contact information should be
on the website and appropriately balance personal privacy with access to elected
officials.
- Content and improvement ideas should be
solicited from the District's constituents. Making the web site interesting will encourage community
interest and participation.
Website management
- The Publicity Committee is responsible for management of the
website.
- The pages should be designed to load fast since many people may use
relatively slow
dial-up lines.
- Pictures should be in a photo album section so people know that
loading will be slower. Pictures should be processed to a reasonable size (bytes) and consistent
format. Thumbnails should be used for fast loading and
one-click access to the full picture.
- Sounds should be used sparingly, and preferably only upon user request.
- Each page should have the same look and feel. Any background image
should be the same on all pages for fast load times. ScreenTips should
be used. Where symbols such as "new", "new version" and "modified" are used, they will
remain until the page is next updated, rather than removed after a period of
time.
- Information should be in HTML format. Documents in proprietary
formats (e.g. Microsoft Word) should also be made available in Adobe Portable
Document Format (PDF). The website should contain a link to Adobe's free
reader download page.
- The web site should be tested periodically using recent versions of common web browsers
(e.g., recent
versions of Apple Safari, Microsoft Internet Explorer and Mozilla Firefox) to
ensure all members can view and print the contents.
- Pages should be optimized for 1024 x 768 screens.
- Whenever possible, the site should contain links to material hosted
elsewhere rather than copies of material published by other organizations.
This allows LLLPRD to manage links instead of content.
- The entire site should be reviewed twice per year to ensure content is current and
all pages are functioning.
- The webmaster should monitor email for feedback on a daily basis, and reply to
inquiries within 24 hours. If a message is forwarded to another
individual for resolution, the requester must be kept informed of status.
- LLLPRD.org should be linked to from relevant sites, e.g. WAL, NALMS
- The Webmaster will manage the DNS information and relationship with the
Internet Service Provider.
- Backups should be made periodically, in case of an editing mistake by
the Webmaster or a problem with the Internet service provider.
- The contributors list is simply a list of people who have volunteered
time or contributed something to the District, for example, service as a
Commissioner or on a committee, writing a newsletter article, or submitting
a photo to the website.

Mailing list management
- All constituent email addresses must be hidden (e.g., sent using BCC) to
protect privacy.
- Limit messages to conveying information is timely and necessary.
Suggest no more than one per week at peak times.
- Announce the online availability of LLLPRD Lake News ahead of the
mailing, to draw people to the website.
- Each message's subject line should start with "LLLPRD:" and contain
enough information to compel the recipient to open the message.
- Keep the message brief.
- Include a link to the website, the appropriate disclaimers (see
Terms of Use), and information on how to
subscribe and unsubscribe.
